Another question is that if the city is small, then it is unlikely that the check will be initiated by itself - it will be a tip from competitors or extortion. In the second case, the questions will be only to the boss.
If you don't want to leave the office, organize a good system for backing up working files and quickly deleting your vile unlicensed software (what a horror - they use pirates somewhere, it's incomprehensible to the mind!). Only the main thing is that it must be tested somehow - and this means stopping the work of the office. One comrade made such a system - to remove some unnecessary databases - and in the process of demonstrating its work to the authorities, he almost deleted all the accounting. Saved ... bugs in his system))).
I understand that the chief essentially refused to discuss the situation. So you are not particularly appreciated - a bad sign.
As for free analogues - you can slowly start translating yourself under plausible pretexts - such as key files become outdated, but new ones cannot be found. True, this can lead to an open confrontation with the boss - he needs to demonstrate his power - well, everything will end with dismissal.

b) priority vendors (well those that have actively working representatives who initiate criminal cases) in your region
c) vendors, using illegal software which you substitute yourself. The example here is simple - there is a feature in the law, according to which if a product is produced using a "pirated" version of another product, then copyright does not apply to it.

The administrator is responsible for the operation of iron, the operation of the water cooler (in some organizations), etc. I would send away the employer for such a line in the contract. But if it exists, it must be fulfilled. Doing this: if there is no budget, fill up the boss with papers. If you knock out the budget in this way - well, if you don’t knock it out - you tried, there are no complaints.
From the boss, from whom "everything is under control" must be blamed unambiguously. Unless, of course, the money from him helps your beloved grandmother continue to weed the garden.
