How to be able to operate drivers (not just microphone and camera) using flash, or something else?

Is there such a possibility at all? Or not implemented yet? And if not, then because of what: no one thought of it, the possibility was not implemented at the hardware level, or at the code level?

What do you mean by "flash"? Flash Player in the browser has restrictions on access even to the microphone / camera / full screen: all these actions require confirmation of the user's consent.
AIR has no such restrictions, but it installs as a standalone local application, not as content to be played in the browser.
You need to proceed from a specific task, without ".. or something else", then the solution will be prompted faster.
