Horizontal Roulette or MovieClip Random Fill. How?

In general, the essence of the question: I want to create a gambling site purely for practice, where the roulette will not spin, but rather ride like in CS:GO. So the question is: how to make sure that the pictures of the movie clips are random, but they are all in 1 frame and animated?

There can be many approaches. Place all content in keyframes in a row and make a transition to a random frame, take random content from the library and insert it into the movie clip via addChild, etc.
