For sublime-text
1. Ctrl+F
2. Alt+R (If regular expression search is not active)
3. In the search bar, enter the regular expression (.*(\n|$)){2}
4. Press Alt+Enter
5. Press the left arrow to get rid of the selection and leave only the cursors.
After all the manipulations, all odd lines will be selected. If you want to highlight the even ones, click the down arrow.
And then, as in your GIF, you combine the lines (using backspace or ctrl + J) and put a space.
