How to automatically enable/disable all alerts in zabbix?

There are two sites (for redundancy), each has its own zabbix server but with exactly the same settings and nodes (i.e. each monitors nodes on its own site and on the other).
Actually the question is: is there an easy way to disable the distribution of all notifications on the first zabbix while the second one is active (and turn it on when the second has "fallen")? I do not want to receive alerts for problems twice (from each server)

I completely forgot about actions: you can simply add an appropriate trigger to monitor the opposite zabbix to the action condition
