This is the official position of apple - your applications cannot access sms.
But you can jailbreak your phone and write an application that will read
/var/mobile/Library/SMS/sms.db the messages table
and send these messages over the network (for example, to a chat, the same telegram) in general, as you like,
sending sms will be very difficult, but probably not impossible.
