How to automate the binding of products / categories?

Tell me how you can do automation in the binding of categories. There are over 10k stores with 1,200,000 unique categories and over 70,000,000 products. We need to correctly identify and link them to our categories of 7k.
The system should be similar to something like market autolinks, it’s utopian to do it manually ..

We link chains of different categories-synonyms to one of our chains of categories.
Manual: specifying 2-5 items for one bundle.
If the category is marked up more than 2-5 times, it is already auto-binding.
