How to assign DNS to computers on a local network?

Good day!
There are two Domain Controllers in the local network of the enterprise: the main one (192.168.1.9) and the backup one (192.168.1.10).
The first primary DNS has a duplicate, and its backup ip-address (in the format 192.168.1.9, not localhost). In the duplicate, on the contrary, the first AD is the main one, the second one has its own ip-address.
The role of the DHCP server is performed by Mikrotik.
The essence of the problem: if you look at the command line the result of the "ipconfig / all" command, then the DNS addresses are replaced by 192.168.1.9 and 1.1.1.1. Because of this, as I understand it, a conflict periodically occurs and clients, when accessing a site that is located on the local network, are sent on a long voyage externally (checked by tracert'om).
How to make correct DNS addresses (192.168.1.9 and 192.168.1.10) on all client machines?

edit the list of handed out dns addresses on the dhcp server.
