How to assign an Elastic IP to a new amazon aws instance?

It was necessary to raise the computing power, for this I raised a new instance on Amazon at a higher level, set everything up, I try to assign the elastic ip of the old instance to it, but the new one is not displayed in the list of available instances, although it is running.
what am I doing wrong?
switched from t1.micro to t2.micro.

I understood what the problem is:
t1 works for me on the ec2-classic platform, and t2 on ec2-vpc.
The question arose, is it possible to somehow re-qualify the instance \ IP, so that they can be associated with each other?
