How to assign a region to a site in Google?

I don't have this option Geographic targets - needsite.net/kak-prisvoit-region-sajta-v-yandeks-i...
Why? The site is indexed, it seems.
In the International Targeting section, I also cannot set anything, it says: Your site has no hreflang tags.
What is this nonsense? I have never seen the use of hreflang in my life.

You can assign a region by adding both versions of the site (with www and without www) to the searchconsole
Then you can specify the country, but not a separate city/region. As a rule, Google accurately determines the country automatically.
