Hello!
When we create a custom field for an infoblock section, the object is IBLOCK_[ID]_SECTION.
Is it possible to create a custom field for the entire infoblock? Where is it configured?

No, infoblocks do not have custom properties, only a set of standard ones.
Custom properties can only be added to sections and elements of infoblocks.
