How to assess the adequacy of the customer? Is it worth spending time on lengthy negotiations before starting work?

Good day everyone. I decided to try my hand as a freelancer for upwork, everything would be fine, but a newly registered user without a rating confuses customers.
I understand that the way to comfortable work for upwork lies through licking the first clients and earning yourself a rating even more than money.
The essence of my question is the following. I went to a potential customer, he basically has a wide range of tasks, completed his test task, but instead of a job offer, I get regular questions that reach the point of absurdity. For example, after parsing data from aliexpress, he could not format the csv file according to the width of the columns on his own and asked why all the data was in one line. I saved it in excel, after formatting it. And these little things come one after another.
Adequate desire to send him to hell is already seething in me. Question to experienced, how best to do. Do I devote a lot of time and effort to potential customers, or maybe I should be even more loyal to them? In general, I will be glad to all your opinions.

So tedious to say that an hour of your work costs 500-1000 rubles, even for consultations. It is not known whether you will not be obliged to consult in an empty way. Speak straight as it is, I say something like this:
You don't have to waste your time on him without money anymore. As a rule, 95% of such customers are rogues with 500 rubles in their pockets, who want a flying saucer and round-the-clock technical support without days off, from which you will not earn anything, and if you earn more for yourself, you will not be happy with this money.
