How to assemble a network storage to connect via usb and define it as a usb storage device?

Hello! The task is as follows: It is
necessary to organize a network storage with a torrent client, of course with web access, so that it can be connected to computers or a TV and it is defined as an external hard drive with the ntfs file system (!)
The storage must be connected via wifi to a shared network. If there is no solution with wifi, in extreme cases I will connect the client through an additional router.
The main task is for this storage to be defined as an external drive via usb, especially on a TV. In principle, to assemble a nettop, for example, on intel nuc + nas4free, but what about the problem of transferring via USB?

Use an external drive with two interfaces in this device, one of which will be USB (which you will connect to your TV), the second - for example, eSATA (which will connect the drive to the host device, which will have WiFi and everything else).
Otherwise, to emulate a USB peripheral, you will need very specific hardware and self-written software.
