Well, if the task is to meet the monetary range, then why not look towards AMD processors, take one of the A10 series, save a few thousand, and the motherboard for it will cost less, as far as I understand.

It makes no sense to overpay for an older i3 and you can take it cheaper, in terms of performance - a difference of 10 percent, and at a price of 1.5 times.
Z chipset for a processor with a locked multiplier - money down the drain.
Little will depend on memory performance in your tasks - you can also take a budget one.
The entire system consumes no more than 200 watts. The 400 W power supply is already with a double margin, so you can even take less.
