Hello, in the company, users use Skype for communication, they also often transfer files through it, but in new versions, there are constant glitches with file transfer, one does not receive files, the other fails to transfer ...
Are there any options for quickly transferring files to a PC with windows? , preferably for blondes, by analogy with Skype, drag the file into the chat window or something like that.
There was an option to use a cloud like dropbox or Yandex disk, but in this case, links to files will always be available, and can be detected by some kind of parser

So there are many analogies of SKYPE - use it. You can use OneDrive (you need to make a public URL to transfer the file). I'm using a VPN to log into a domain - copying files over shared folders. There is an option with a torrent (it is possible to transfer files between clients without using a tracker).

The problem is that the link to the file will be available, and the user will not 100% delete it.

Доступны всегда кому? Если сотрудникам - стирать после передачи, использовать shared folders DropBox'а, видимые только тем, кому надо. А кому еще? NSA? Тогда EncFS\BoxCryptor classic (правда, последний при коммерческом использовании небесплатен, придется покупать) поверх того же DropBox'а, пофайловое шифрование вам поможет.
А так есть всякие synctoy, bittorrent sync, сетевые папки, в конце концов...

в последних версия скайп перешел на передача файлов через P2P. поэтому могут быть глюки с передачей файлов если на шлюзе блокируется P2P трафик.
