What software tools exist to automate registry key changes for ALL users?

I only know about bat files. There is a problem with them - to change the data in the registry, I go into the account of each user (and they are most often ordinary, not administrative) and I can execute a batch file to replace some keys. The problem sometimes occurs with users who are prohibited from executing batch files. So I thought about logging into the administrator account on the computer and doing some simple action that will change the registry keys I need for all users. The question is what software solutions exist to automate this process. I personally see in my imagination a certain program that will offer registry keys in the line-by-line editor mode, I will enter what value to change them for and then, if I selected the "change for all users" checkbox, it will create the same bat file,
Yes, I asked the question very vaguely, because I myself do not fully understand how it should all look like. It just seems to me that the same actions in the configs of many machines that I service can be done more simply, rather than logging into, say, 10 computers for each user and changing something in the OS settings, given that all these settings is in the registry, they only need to be replaced there.
