How to arrange cities from the list on the map?

There is a table with Russian cities. It has two columns: the name of the city and the quantitative weight.
We need to implement two things:
1. Arrange the cities on the map with dots.
2. Show the weight of the city. The size of each circle is determined by the number from the second column.
Grateful for any solutions to these problems. Are there ways/services to do this quickly?
Is there anything custom, without scripts? To fill in the plate, specify what to take from where and wysiwyg customize the design.

There is a CartoDB service .
You need to import your table (list of supported formats here ), then create a map with the Bubble type .
In general, documentation: docs.cartodb.com/cartodb-editor
Another plus of this platform: map backgrounds are based on OpenStreetMap data (just like MapBox uses OSM for its backgrounds).
