How to analyze vacancies for front/-backend developers?

Recently, I have been looking at various vacancies in the field of IT, and more and more I begin to be surprised at the requirements from the employer.
For example, in a small firm
отличные знания MS-SQL Server, MySQL или Oracle

Уверенная работа в  Eclipse или IntelliJ, SVN или Git

Is this some sort of uncertainty? They just don't know what they use there? Or will new projects be based on the "candidate" and his knowledge?
In general, there are a lot of such examples. I am silent already about the list, which I think it will be impossible to learn even in a lifetime.
- Are there any interesting articles about this? Or just share your experience with various job descriptions + further realities, how best to analyze them? To roughly understand what you are going for when you are preparing to send a resume to such offices.
