How to always keep Multifon from Megafon - Active?

Here is an example, Multiphone via SIP is entered into CRM. If the money on the Megaphone is over, then it is automatically switched to the mode (only GSM).
How to make it always active, the mode I need, or for example only Multiphone (or GSM + Multiphone).
