How to allow Apache2 access to a site in ~/WWW/$dir_name$?

OS Ubuntu 14.04
Desktop For a work environment
I don't want to store sites in vavr/www/ put the site in ~/WWW/phpinfo Registered
the rights to folders and files 755 and 644 set the owner to www-data:www-data, but still error 403 , any ideas?
