How to allow all actions for PolicyKit?

I installed Debian 10 on a server. I installed KDE 5 and set up a remote desktop via xrdp.

I created a separate user for work, since a lot of programs do not work under root, you can’t even launch a browser.

However, a serious problem arose, namely PolicyKit began to require a password for each sneeze, and even if you enter the password, the action that required the password is still blocked (they say you do not have rights). I can't even install programs through Muon or any other graphical package manager - everything blocks.

Is there any way to disable this crap? For some reason, when you install Debian on a regular laptop, a normal user is automatically created there, where there are no such problems and only such troubles on the servers - the newly created user can do absolutely nothing. At the same time, which is typical, copying PolicyKit rules from a laptop to a server does not help.

My whining
Столько времени убил, просто невероятно зол! РРР! Ненавижу PolicyKit, AppArmor, SELinux и прочую дрянь, что на равном месте усложняет жизнь и не дает себя отключить какими-то простыми и очевидными способами. Обязательно надо быть задрот-профи 90lvl чтобы все это настроить, обычный человек просто обречен на поражение( Тебе работать надо, а эта байда сжирает все время, как черная дыра. Вот так вот сидишь, ковыряешь гайды, ставишь эксперименты и внезапно обнаруживаешь, что просрал впустую кучу времени, а основная работа не сдвинулась ни на грош.

gedit /var/lib/polkit-1/localauthority/50-local. d/disable-passwords.pkla
Add the following:
[Do anything you want]
Identity=unix-group:admin
Action=*
ResultActive=yes
