How to allow access to a program in the firewall?

In the settings, blocking of all incoming connections and outgoing connections (that do not match any rule) is set in all profiles. Most programs work correctly when their .exe file is added to an outbound rule.
But with Figma, Vivaldi, it doesn't work. These programs, even after allowing them access, cannot access the network.
System: Windows 10.
What could be the problem?

Most programs work correctly when their .exe file is added to an outbound rule.
And some programs have more than one executable file, in general, a process launched from another file tries to exit the Internet.

I fixed the problem by specifying the full path to the programs. For example, Valvadi:
%USERPROFILE%\AppData\Local\Vivaldi\Application\vivaldi.exe
