How to adjust the amount of video memory?

We have - Dell Latitude X1 with the latest official firmware version. The RAM was replaced by 2 GB, the internal bar for 256 automatically turned off. There is no setting for the amount of video memory in the BIOS. All programs show the maximum amount of video memory - 8 MB, but the video card can take up to 128 MB. Video integrated - Intel I915GM.
Windows XP Professional, but I plan to change to Windows 7 after installing the SSD. I know that there is no WDDM driver, but beauty is not needed. Just a laptop for work, old and very comfortable, which is not a pity to kill)
Can anyone tell me how to allocate 128 MB stably to it?

Read about Intel's Dynamic Video Memory. Briefly, the amount of memory changes dynamically, depending on the need.
