How to adjust PWM fan speed control on ASUS?

There is an ASUS m5a97 LE R2.0 motherboard on it with 4 4pin connectors for coolers, the adjustment takes place in a small range and the oscilloscope shows that there are always five volts on the fourth pin and nothing like PWM. How to enable PWM?
