Once every minute and a half, the computer jerks! What to do??

NEED URGENT HELP!!
Previously, this problem was solved by itself under certain circumstances, and I repeated these circumstances and for a while the problem went away, but then returned again ... Now it completely does not allow me to work!

The essence of the problem:
Once in about a minute and a half, the computer starts to work jerkily for 2-11 seconds !! No, not just a mouse twitches or a game or a video, but the whole system!! I tried to repeat what "helped" before: I changed the location of the charger and the socket, cleaned the disk space, and so on. Nothing helped.

Answers to questions that they obviously want to ask me:

Question: does only the picture or the sound twitch jerkily?
Answer: well, like the sound cannot exactly "twitch in jerks", but like yes. I told whom that the WHOLE SYSTEM is twitching??? that is, both sound, and video, and the WHOLE SYSTEM !!!

Question: how did charging help?
Answer: I DON'T KNOW! like changing the location before and helped a little. and yes - the location of the plug in the outlet, so to speak. stick that side or the other (well, like the same two sides)

Question: Cho for the computer?
Answer: The old weak will not say more. But for some reason I have the feeling that there is no fan there, and this is the biggest trouble ... Well, what? If he is, then you can usually hear what he will think over! And I don't have a sound. utter silence. If you try to approach the computer with your ear and listen, you will hear internal system sounds and feel a strong warmth 0_0

Look at the temperatures in AIDA for example. The picture will become clearer, the fan speed should also show. You can heat it up in a cpu stress test or furmark for video.
