How to add new symbol in VS code syntax?

Hello.
The WebTutor LMS platform uses the <% and %> operators to denote part of the server code. To write code, I use VS Code in JavaScript mode, because The syntax for JS and LMS is the same. How do I add the above statements to the JS syntax description in VS Code so that VS Code sees these statements as comments, for example? Or maybe someone has an example on other operators? I've tried every possible option for tmLanguage, but without success. No matter how I edit tm, after formatting it still turns out like this:
