How to add linux to a working distribution, add. packages (before installation)?

Hello. There is such a question. Is it possible to add the necessary packages to a ready-made Linux distribution before installing it on a workstation? For example, I have the same iso image of ubuntu 19 and I don’t want to install nginx, apache, and similar packages every time after installation. Except how to create my own distribution ... while I'm looking at a bash script to automate all this ...

You will decide whether you need to customize the distribution before installation or whether you need deployment and centralized management after.
