How to add content from disk to the site?

I took an order for a real estate website. The customer gave a dvd disc with cottages and said to fill the entire site with content from the disc. There are more than 4000 of these cottages in total. Most of the information on the disk is pdf files, but it will take a very long time to transfer them to the site manually.

Something I did not quite understand. Didn't you discuss the issues of filling the site with the customer before taking on the project? Who is providing the content? In any form? To what extent? Who fills the website with content?
Is the scope of work properly understood by both parties?
