In my opinion, in this case it will be easier to write your own. I made a similar mini-CMS for some simple business card sites: I created an elementary database with content (two fields - id and content, you can get by with files), connected an editor (for example, TinyMCE or any one you like more) and created one template output for all pages of the site. This CMS , by the way, is very popular in the West. I don’t know if we have similar analogues, I didn’t look.
