How to add an IIS module?

Good day, please advise. Did according to MS tutorials, but somehow it doesn't work. I want to add my module to IIS. Written, signed with a strong name, registered with GACUTILITY, but when trying to add a module, it does not appear in the list of available modules and cannot be added to the handler mapping. Says the module must be registered. I don't understand what's the matter.
