How to add an Azure Resource Provider?

Hello!
There is a problem with Azure Resource providers. I need Microsoft.DataExchange in one of my applications, but it is not listed in my subscription. It is written in the docks that the list of available resource providers depends on the location, but I have several subscriptions created in: Canada and Europe, but the list is the same there and there. What does it depend on and how can I add this resource provider?

Are you sure that's what it's called (probably renamed?)? Here is the list of resource providers (namespaces) that I get with the "(Get-AzureRmResourceProvider).ProviderNamespace" command:

PS btw via Get- AzureRmResourceProvider -ProviderNamespace you can also get information about all available types of resources, their API versions, and availability by location
