How to add a user to phpMyAdmin if there is no privileges tab?

phpmyadmin has only one user. And I can't add a new one. If it matters then godaddy hosting. Please tell me what could be wrong and how to fix it. At least which way to think...

If this is shared hosting, then you need to go into the hosting settings in your account and go into the database settings.
as far as I vaguely remember, godaddy does not really give such powers and only with the help of the support service and an explanation of why you need to give it (but this is not accurate)
