How to add a TinyMCE editor in the TV field editor?

The essence of the problem is that in the standard editor of the TV field there is no setting to enable TinyMCE, this item is not found anywhere, in the system settings too.

Everything is correct. Install the TinyMCE text editor, or better TinyMCE RTE. It should automatically register in the system settings, the key which_editor, use_editor should also be enabled:

Further, as in your screenshot, the input type is a text editor - that's it.
