How to add a program to the windows context menu?

There is a console application in which the file name is passed as an argument: "parser.exe path\to\file"
How to add an item to the Explorer context menu that calls this program with the path to the selected file as an argument? If possible, I would like this item to be displayed only when a single file with the xlsx extension is selected.
