How to add a file upload field via the bitrix API?

Hello!

I can’t find adding fields via the API in the Bitrix documentation.

Let's say there are such fields (1 and 2) for uploading files.

These fields can be added through the infoblock settings.
But nowhere is it described how you can add such fields through the API. The maximum that I found is CFileMan::AddHTMLEditorFrame, which adds a visual editor.
