How to add a DNS entry if the registrar does not give?
You need to add a CNAME record in the DNS settings, the registrar allows, but their site is buggy (sav com), which they themselves recognize, so it doesn’t work, I can only change nameservers. Is it possible to add a CNAME record in a different way, not through a registrar, but through a third-party resource, for example, attach a domain (without transferring it) somewhere and add a record there?
Forgive me if this is a dumb question, I don't know much about domains.

The registrar should not give anything more than changing ns (yes, some registrars are also hosters at the same time and they have a paid / free service for dns records, but this is already an addition).
Search for "dns hosting" and choose what you like in terms of features / paid / free - and now to the selected dns hosting and change ns, and on this dns hosting, configure any records including cname as you need.
Find another host/registrar that will provide you DNS service and reconfigure NS records to it. You will steer DNS on another site.
