How to activate ok google from lock screen?

Actually a question. The screenshot shows that the elements are not active. I tried to switch the phone completely to ENG and generally remove Russian from everywhere - it did not help. How to beat it? Android 4.4.4

No way, just wait until google remembers the presence of the Russian population and does not make this function for us, while it is only available in the USA and Canada.
