How to achieve perfect sounding IVR Asterisk?

There is an ancient Asterisk 1.6.2.20 with a bunch of running trunks. The authorities complain that the voice greeting IVRs come with interference (indeed, noises sometimes slip through).
How to achieve the perfect sound?
Tried to convert records to gsm. It still sounds like crap. standard encoding parameters: 8000 / mono.

The sound quality of IVR does not depend on the version of asterisk, the best quality will be when storing IVR files in wav format (16bit, mono, 8khz). Check that the option internal_timing=yes is used in asterisk.conf and the timer module is loaded.
