There is a Mikrotik RB2011UiAS-2HnD (configured by default did not configure anything except wi-fi) a twisted pair cable comes from the gpon modem
from port 9 of the mikrotik to the video recorder.
From the video recorder, 4 cameras go out via POE.
The registrar works, the Internet is available on it - they show it from the phone through the camera application.
You can log in to the registrar through a computer. Everywhere works dhcp.
The question is how to make it so that you can go directly to the cameras through a computer?
Well, in addition, I would like to have access from the Internet to the video recorder.

Well then dig towards routing. On Mikrotik, you need to add a route to the network 192.168.254.0/24 through 192.168.88.77. Perhaps this will be enough.
normal port forwarding on Mikrotik. If through a browser, then forward 80 / tcp or 443 / tcp, if through some kind of software, then they usually write the port number in the documentation, for example 34567 / tcp.
But it's better not to do this - the registrar will be hacked quickly. You can set up a vpn server on Mikrotik and enter the local network through vpn, and the registrar is already available there.
