Setting up a connection in the provider's network, how to connect two devices in the provider's network?

Please help me with the next question.
There is an Internet provider to which I connect through a PPPOE connection using a router.
In the same house, I have a second router, which is connected to this provider, video surveillance cameras are connected to it.
I gave access to the router from outside. it turns out that on the Internet I have access to the internal network (router, video cameras ....) ports opened. Through a network address like 195.132.75.74 (static) I can join.
But I'm not satisfied with the fact that Internet traffic is used, which I have is limited to 5 megabits. just this entire strip is used by the video surveillance system.
Therefore, I registered an address like 10.152.10.46 (provider's internal network) for connection
For about a month or two, it worked well, but at one point access was lost only through the provider's network, I assume that the provider spread us (2 subscribers) to different subnets.
I am not an expert in sei, please help me to understand this issue.
The only thing that can be changed is the subnet mask in one router is assigned 255.255.255.0 and on the second 255.255.252.0
help find the reason.

Звонил в тех.поддержку, уверяли что все ок, и это блокировка на моем роутере, проверили еще раз, у кого то там переспросили, оказалось что действительно такая возможность ранее была а сейчас это прикрыли специально.
Есть варианты решения данной проблемы с такими параметрами сети?

Провайдер НЕ ОБЯЗАН обеспечивать доступ в локальной сети именно между абонентами, а до фирменных внутренних ресурсов - пожалуйста.
Как вариант - договоритесь с каким-нибудь техником, чтобы тот подключил две квартиры. Либо протяните кабель самостоятельно, либо установите точки доступа Wi-Fi, если окна выходят на одну сторону.
