How to access system files on Mac os Catalina?

Today I faced a similar problem. After updating to the new version of Catalina 10.15, soap is again on the external monitor. Well, I think I’ll solve it as usual using the patch-edid.rb utility, but it wasn’t there, System Integrity Protection (SIP) was disabled, but after rebooting the rights to the /System/Library/Displays/Contents/Resources/Overrides/ folder did not get (the "csrutil status" command reports that sip is disabled), I can't change the rights through the folder properties, what should I do? how to get access to this folder to put the necessary file there?
