How to access FTP on Amazon VPS?

There is a VDS based on Ubuntu, access is via SSH, a .ppk file is used for authorization.
I need to go from my PC to an HTML document that is located on this server.
How to implement this?

What's stopping you from using SFTP or SCP? They are over SSH

Upload via sftp it seems to be supported by all ftp clients
