I want to make a website on VPS for personal use. I would like it not to have a domain name like https://toster.ru. That is, I do not want to buy a domain from a name registrar, but use, for example, the ip of a server or something else, advise an article or something else.

Use it, no one is forcing you to buy a domain.
You can safely use the IP issued when renting a vps.
Just write the IP of the server instead of the domain in the software settings on the server
