How to access a shared folder on a local network?

Hello, I’ll say right away that I don’t understand anything about local networks, but I would still like to try to understand something from this, the thing is that the company where I work has a local network that hosts a shared folder, but which not visible on a couple of computers hosted on this network, tried to give access through the main computer to other users - it did not help. Google advises all the same through the "Shared" folder property, etc.
I apologize in advance if the question seems stupid.
Something happened that I did not expect. When diagnosing a network, I got an error "The network adapter "Ethernet" does not have valid IP parameters", in order to solve the problem, they advised me to reset the network settings, I did it, I also manually set the network parameters, nothing helped, now instead of the error, this is what appeared" Elimination Module troubleshooting did not reveal the problem" :/ also the network disappeared on another computer, except for the admin.
To fix the problems, both automatic and manual network settings did not help, I tried to do something through the web interface of the router - it did not help, I swapped the cables in the port - it helped. I don't understand how it works this way.

To begin with, check whether the server is available from problem computers at all - in the command line, ping to the ip address of the computer.
On computers where there are problems with accessing folders -
Network and Sharing Center - change advanced sharing settings - check the box - enable network discovery.
Also, in the network connection settings, make sure that there are daws - a client for Microsoft networks, and a service for accessing files and printers.

If a shared folder is available via IP, you can configure a shortcut, you can enable SMB 1.0 CIFS if there is no paranoia. If there is no access by IP, then everything is different.
