How technically is TTL monitoring implemented by providers?

Good day to all!
Tell me, does anyone know how TTL monitoring is technically implemented at the provider?
Looking at IDS? Or is it a SPAN of all traffic in SIEM and the selection is already there?
Is it possible to monitor the TTL value from packets using standard asa tools?

On something with IOS.
By regular means - in any way (almost - on ASA with the letter X it is possible to put FirePOWER, which the tsiska absorbed for this purpose).
