How strongly does the thematic index affect website promotion?

There is a regional site for the company's services (IT outsourcing, low voltage installation).
Attendance, link mass, mobility-friendly, occurrence of keywords - the same or even better than those of competitors in issuing for queries of interest. I did, as far as experience and free funds allowed, a detailed analysis of sites according to the most important words of the seed seed - so this conclusion is not by eye.
The only thing - according to the results of my research - in which the site is much inferior is in the ID-IDF thematic index (i.e. the number of pages in the search results on request is less than that of competitors; in some cases, the index is smaller and in the ratio of the total number of pages to in the search results by key). Those. only thematic sites appear in the search results: sometimes 30 pages, sometimes 10, but 90-100% of the pages of the site are relevant to the key. Sometimes you come across large federal stores (selling video surveillance, for example).
That. the company's website appears on the 2nd or higher page and does not move. I think that the reason is the above and the number of useful, well-designed articles on queries + internal linking should be significantly expanded.
Or does the theme of the site not affect so much and you need to dig out the dog somewhere else?

By itself, the thematic index parameter does not affect promotion.
First - check the availability of landing pages and their design. Approximately be guided by the presence of a keyword on the request in the title of the page, if there is a keyword in the title and the page is generally relevant to the request, then there is a landing page. It is necessary to check all groups of requests.
The second is the design of landing pages and the site in accordance with commercial ranking factors (you can read it here https://habr.com/post/415991/)
Third, most often the points outlined above are enough to get into the top 10 in the regional issue. However, if you are still not in the top, analyze the technical condition of the site, check for errors in Yandex and Google webmasters and fix everything.
Fourth, if after completing everything described above, the top is still not there, then you need to buy high-quality expensive links from thematic resources or engage in very high-quality crowd marketing.

No way, you better look at what gives out on the pages of the issue you are interested in, if there is not one page from the competitor’s site, but each time it’s different, then you need to do the same, if not, then these are just pages to load
