How relevant is it to create translations of documentation for new development tools?
I often came across sites like these:
https://nauchikus.github.io/typescript-definitive-...
https://rajdee.gitbooks.io/redux-in-russian/conten...
Specifically, here is the gitbook domain, but often encountered domains like name.github.io.
What are the options for creating such documentation, and which of these options are the most optimal (in terms of speed, convenience, etc.)?

The first option is github pages . Hosting of small static sites for projects on github. What will be on this site and how you will fill and maintain it is up to you. Often there are also personal blogs. Use some kind of jekyll or analogues. It's free. Those. there needs to be more manual work. And if your site is very popular, then they might ask you to migrate somewhere)
The second option is gitbook. Already a more specialized solution that immediately gives a platform out of the box, as I understand it. There are even paid solutions with all sorts of ready-made goodies. There is something free, including for opensource. Look at the website. Those. it's easier and faster, but you have to pay extra for something good. Didn't use it, to be honest.
