How much time should a freelancer pay?

I'll ask a question, as a customer to freelancers, of whom, I'm sure, there are a lot.
Often, freelancers indicate in the report "communication with the customer" and set this time for payment. Is it normal?
Should I be paid for the time to fix bugs that appeared as a result of the work of this freelancer?

and why the customer should not pay for communication and fixing bugs ??? Isn't this a development process? it is because of such customers that one does not want to work with local employers.

Yes, it is paid. This is spent working time, and often spent much more intensely than the work itself.

Depends on.
If a bug is in the style of "we have different styles here in IE5", but this was not stipulated in the TOR, then it is paid. If there is a bug like "here the amount is calculated incorrectly in the script that you wrote" - then no, this is unfinished work.
If the bug arose in an existing system, then, again, so-so. If there is noodles in which it is impossible to climb into without breaking something, then, most likely, yes.

Yes. Krivoruk TK, which needs to be corrected, like, "I want a site that would have a lot of visitors and inexpensively" has not been canceled. If the freelancer did not understand the TOR, then this is the problem of the customer. A freelancer should not guess and work in vain.

? the freelancer doesn’t know for sure if this is a bug or the customer decided to push a feature through the bug, or again both did not understand some part of the technical task.
Do a normal TK, and there will be no problems.

Depends on which customer. I, usually, if the customer is too picky, does not clearly state the tasks, I have to pry and guess what he needs, I bill this time.

If you are dissatisfied with the work of a freelancer, then the fault of the one who hired him is also present here.
Bugs are an integral development process and should be paid for.
As a compromise, communication with the customer can be done at reduced rates.

Communication with the customer is part of the workflow.
Fixing bugs is also part of the workflow, they are inevitable, someone has less of them, someone has more, but they always exist.
If you agreed to pay by the hour, then you must pay for the entire work process.
Another thing is if there are too many bugs, and they are found after the artist's attempt to submit the project, in this situation you still have to pay for the working time, but you get the right to demand a discount as compensation.
