How much more labor-intensive is it to make an adaptive layout, as opposed to a fixed one?

How much more difficult and time-consuming is adaptive layout as opposed to fixed?
How much to increase the price in contrast to the fixed one?
And what is required from the customer? If the customer provides a regular PSD with a width of 1000 pixels, is it possible to make an adaptive one from it? Or do you need multiple layouts of different widths?

In terms of time, everything depends on the layout, if the layout is made on a grid, then it remains to choose a css framework (bootstrap, blueprint).
If done by eye, then you can do without a framework.
In the first case, there will be no difference in time, everything is done mentally. In the second case, write all the adaptability yourself - a little longer.
According to the requirements: the layout itself + adaptability option (s), and necessarily on the grid.
For each item not provided + 30% to the price (so as not to be in the habit)
PS I’ll justify it: if there is no adaptability layout, then in fact you work for the designer, if not on the grid, then you get a hassle with pixel fit
Have a look at purecss.io - a css framework I personally like, responsive layouts are pretty easy and straightforward to make and don't weigh much.

If you use css frameworks, then adaptive layout on them will come out even faster than fixed from scratch.
