How much is frontend about layout now?

How important is an excellent knowledge of html and css for a front-end developer?
I understand that the question sounds a bit absurd, but now the frontend != layout designer.

I looked at the requirements for 15 different vacancies, knowledge of html, css is much less important than knowledge of Js, React, Redux, etc.
Is it true that a person who knows css, html at a good level, but not perfect, can work as a front-ender without any problems and these are far from the main requirements for him?

I just got stuck in 2013, where the frontend is about layout, and I was very surprised when I looked at what fronters needed there

. But it is important to understand that good knowledge of layout does not mean asking questions like: how to type this or that? How to use flex? How do you put an image in the background? You should be able to type confidently without too much difficulty.

Html is a structure, css is styles, js is actions, without normal knowledge of html and css you will not be able to write scripts and implement actions for the client to the fullest, it follows that without good knowledge of html, css the frontender will be bad

Yes, no problem if you have good knowledge of js and a general understanding of layout.
For example, to create an admin panel for a serious project, a layout designer is practically not needed.
But at the same time, there are projects that have more routine layout.
There are projects where there is an emphasis on animation, they have their own requirements.
